Comprehensive Development Plan – Executive Legislative Agenda (CDP-ELA) Workshop

The Municipality of Polangui marked a significant step toward strategic governance and inclusive growth through the recently held CDP-ELA workshop facilitated by the Department of the Interior and Local Government (DILG). This vital activity brought together the Sanggunian Bayan Members, who actively joined and participated in the planning sessions aimed at aligning executive and legislative priorities for the next development cycle.

The workshop focused on five key sectors essential to local progress: Social, Economic, Infrastructure, Environment, and Institutional Development. Through collaborative discussions and sectoral analysis, participants identified priority programs, projects, and legislative actions that will shape Polangui’s roadmap for sustainable development.

With the shared commitment of local leaders and the technical guidance of DILG, the CDP-ELA serves as a blueprint for harmonized action—ensuring that every initiative is responsive to the needs of the community and anchored in long-term vision. 

The Sangguniang Bayan of Polangui proudly announces its participation in the Local Legislative Award (LLA). A prestigious term-based recognition program administered by the Department of the Interior and Local Government (DILG). The LLA honors exemplary local legislative bodies that demonstrate outstanding performance in crafting impactful ordinances and resolutions.

This distinction highlights Polangui’s commitment to transparency, good governance, and public service, as reflected in the Sangguniang Bayan’s proactive and principled legislative work. Through its dedication to responsive policymaking, the body continues to play a vital role in the municipality’s sustainable development and institutional integrity.

The Sangguniang Bayan of Polangui garnered notable recognition in the 2023 Local Legislative Awards (LLA), achieving 2nd Place at the Provincial Level on August 25, 2nd Place at the Regional Level on September 14, and proudly securing 3rd Place at the National Level later that year.

These achievements reflect the Council’s unwavering dedication to legislative excellence, effective governance, and its commitment to enacting policies that uplift the community and promote transparency, accountability, and public service. 

The Municipality of Polangui has been conferred the prestigious Seal of Good Local Governance (SGLG) by the Department of the Interior and Local Government (DILG), a testament to its unwavering commitment to transparency, accountability, and responsive leadership.

This recognition not only celebrates Polangui’s notable achievements in public service and governance, but also underscores its sustained dedication to serving its constituents with integrity, excellence, and a forward-thinking approach to local development.

“Collaborative Governance Shapes Polangui’s CDP-ELA”

The development of a responsive and community-aligned Comprehensive Development Plan–Executive Legislative Agenda (CDP–ELA) in the Municipality of Polangui is a product of strong collaboration between the Local Chief Executive and the Sangguniang Bayan. This strategic partnership ensures that both executive and legislative priorities are harmonized to deliver policies and programs that truly reflect the aspirations and needs of the local community.

With the Sangguniang Bayan’s active support and insights, the CDP–ELA integrates grassroots consultations, data-driven planning, and inclusive legislative frameworks to advance Polangui’s goals in governance, infrastructure, social services, and economic growth. The legislative body plays a vital role in adopting enabling ordinances, approving budgetary allocations, and monitoring implementation. Ensuring that developmental initiatives are not only well-aligned but also sustainable and participatory.

This embodies Polangui’s commitment to progressive leadership and dynamic public service, paving the way for a more empowered and resilient community – “One Town, One People, One Polangui” towards “GlobalAlbay”.

The Philippine Councilors League Albay Chapter under the leadership of Councilor Juan Miguel Ricardo Salceda held its Year-end Assessment party, marking another meaningful chapter in the League's commitment to good governance, accountability, and camaraderie among local legislators.

The event served as both a venue for reflection on the League's accomplishments and a celebration of collective efforts throughout the year 2023. 

"Legislative Department Concludes 2022 with Year-end Assessment and Capability Building"

As part of its continuous pursuit of excellence in Local governance, the Legislative Department of the Municipality of Polangui successfully conducted its Year-end Assessment and Capability Building Activity for the year 2022.

This initiative served as a platform to evaluate legislative performance, revisit targets, and identify areas for growth, while also strengthening the competencies of Sangguniang Bayan members, staff, and legislative personnel.
