The 2nd Regular Session for CY 2025 of the 12th Sangguniang Bayan of Polangui, Albay held at the Sangguniang Bayan Session Hall on July 7, 2025.
GUEST/s
The Sangguniang Kabataan (SK) Chairman, Mary Joy Celestial, presented the Barangay Kinuartelan's supplemental budget of ₱240,727.32 for approval. The budget, which includes funds for Maintenance and Other Operating Expenses (MOOE), ICT equipment, and programs like "Linggo ng Kabataan" and "One Kabataan para sa Kalinisan," was itemized for the council. The council requested that all future barangay budgets be accompanied by a detailed breakdown for each member.
Department and section heads met with the council to address various concerns. Ms. Ida Reforsado, HRMO V, clarified issues regarding market personnel, the LGU's skeletal workforce, the status of Job Orders (JOs), and other employee inquiries. The body emphasized stricter enforcement of Civil Service Commission (CSC) guidelines and ethical standards. Engineer Edgar Arbo of the Municipal Environment and Natural Resources Office (MENRO) discussed outstanding IWABESU payables. The council also noted the need for closer monitoring of solid waste management practices. Municipal Accountant Lani Sadia presented the LGU's financial status, detailing cash inflows, outflows, budgetary allocations, and obligations. She also addressed concerns about local economic enterprises, prompting Councilor Pasia to suggest forming an ad-hoc committee to investigate the matter. Municipal Engineer Lalaine Baldemoro reported on ongoing and completed infrastructure projects, including those funded by the Local Government Support Fund (LGSF), the Department of Agrarian Reform's Farm-to-Market Road (FMR) program, and various concreting projects. She requested an augmentation of the Municipal Engineering Office (MEO) staff to manage the significant workload. To prevent issues with negligent building work, the council reiterated the requirement for barangay captains to inspect and accept infrastructure before the mayor.
Councilor Buendia reported damage to the road concreting project in Barangay Gabon, citing cracks and exposed steel frames causing inconvenience. He requested an immediate ocular inspection by the Municipal Planning and Development Office (MPDO) and MEO.
To further address all raised concerns, the relevant committees scheduled meetings with department heads and concerned personnel.
