Camalig Bank Representatives, Marketing Manager Angelic Delgado, discussed the MOA which covers the Salary Loan Program of the bank under Automatic Payroll Deduction Scheme for eligible LGU employees, its interest rate, and requirements, requesting an SB resolution authorizing the LCE Hon. Jesciel Richard G. Salceda to enter into a MOA. They elucidated that the loan program accommodates all, so long as they are a regular employee of the LGU and irregardless of age, have the capacity to pay. Of the 24 borrowers from the LGU, 13 are active.
SAFADECO, through Branch Manager John Michael Bronda, was urged to comply the accreditation process, renew their application as a CSO in the municipality.

COMMITTEE REPORT
Councilor Adonis Rebeta submitted his committee report on the inspection of the solid waste management facilities (composting) he conducted. He enumerated the available equipment at the site and included all his observations. He cited the need for Regular Preventive Maintenance Program, among others. For his second report, an initial committee report on the letter referred to his office regarding the imminent stoppage of garbage collection operations due to the mechanical breakdown of dump trucks currently used in daily solid waste management; he conducted inspections and consultation in several barangays. His findings reveal the urgency of the situation as shown in the photographs he provided. He urged the immediate temporary solution such as short-term rental of dump trucks or vehicles suitable for hauling, utilization of barangay-owned vehicles, request technical and logistical assistance from the provincial government among others. The use of PPE was encouraged among employees working at the solid waste management facilities. The need to fast-track SLF procurement was also reiterated.
Coun. Buendia also submitted his committee report on the previously tackled concern regarding the road construction in Gabon utilizing the LGSF of which he conducted an ocular inspection with MPDO and MEO. He urged the mentioned offices to conduct pre-implementation, during and post implementation monitoring to ensure adherence to the program of work.
OTHER MATTERS
Regarding the solid waste management practice in the municipality, it was raised that there was a need to intensify solid waste management efforts from segregating to utilizing the MRF facilities in each barangay. Barangay Councils are urged to strictly observe RA 9003 and if feasible to the LGU, allocate incentives to top performing barangays.
Coun. Buendia shared the result of the Guhit Bulinggit and Feeding Program in collaboration with Kiwanis Club Polangui Movers, which benefited 200 pupils of Polangui South Central School and 150 pupils of Kinale Elementary School. In Kinale, back packs were also given. Free Xray was conducted at Gabon, sponsored by Cullion Foundation with the theme “Detect Early, Treat Early, Para Tayo TB Free” benefiting 137 patient-recipients.
Coun. Pasia disclosed the inspection report she received from the Municipal Engineering Office regarding the green building. It revealed that it requires immediate attention as it exhibited structural defects. Immediate retrofitting of the building was suggested.
Coun. Arive shared the good news about the approved repair of several DepEd building/classrooms in the municipality through the resolution he initiated. The first batch, projected to be implemented by the 3rd Quarter, includes repair of classrooms at Cotnogan Elementary School (4.8million), Santicon Elementary School (11million) and Kinale Elementary School. He anticipates that the next batch will also be approved this year.
Coun. Arive also divulged the results of the meeting he had last July 9, 2025 with Undersecretary Roger V. Navarro, OIC Secretary of Department of Agriculture at that time. He proposed the construction of a Coconut Processing Facility in the municipality with the Philippine Coconut Authority. He suggests that this will bring in more job opportunities, boost coconut planters and enhance the local economy. Only that it requires a 5-hectare land owned by the LGU to be donated to DA, and a minimum of 1 million coconut trees, among others.
