Councilor Sabando is a dedicated public servant known for his steadfast leadership, commitment to public welfare, and legislative excellence in the Municipality of Polangui.  He is a results-driven public servant whose leadership, despite being a neophyte, quickly gained the trust and confidence of his peers. Elected as the Majority Floor Leader during his first term in the 11th Sangguniang Bayan of Polangui, and re-elected to the same position in the 12th Sangguniang Bayan, he has proven himself to be a key figure in steering legislative direction and upholding effective local governance.

TRAILBLAZING LEADERSHIP IN THE 11TH SANGGUNIANG BAYAN

In his first term, Councilor Sabando took on major responsibilities, serving as Chairperson of four (4) critical committees where he actively advanced programs and policies to improve community well-being and strengthen local governance:

• Committee on Health, Sanitation and Nutrition – Championed policies to enhance access to healthcare, improve sanitation standards, and strengthen community-based nutrition programs.

• Committee on Peace and Order and Public Safety – Collaborated with law enforcement and stakeholders to promote safety, crime prevention, and community vigilance.

• Committee on Oversight and Accountability – Focused on transparency and responsible governance, ensuring that municipal programs were implemented effectively and ethically. He is advocating for transparent governance and effective checks and balances in public administration.

• Committee on Rules and Procedures – Oversaw the proper conduct and legislative procedures of the Sangguniang Bayan to ensure order and compliance with legal standards.

DYNAMIC ROLE IN THE 12TH SANGGUNIANG BAYAN

In his second term, Councilor Sabando expanded his leadership role and now chairs six (6) key committees, further cementing his position as a proactive and visionary policymaker. He continues to demonstrate effective leadership, this time as chair of the following key committees:

• Committee on Rules and Procedures – Continues to ensure that the legislative body functions with discipline, structure, and legal integrity.

• Committee on Tourism – Initiates sustainable tourism development projects to boost local economy and celebrate Polangui’s heritage and culture.

• Committee on Public Ethics – Promotes ethical standards in government service and fosters public trust through integrity-based initiatives.

• Committee on Housing – Advocates for inclusive housing programs and policies responsive to the needs of vulnerable communities.

• Committee on Science and Technology – Encourages innovation, digital transformation, and technological integration in local governance.

• Committee on Sisterhood – Strengthens inter-LGU partnerships and regional collaboration for shared growth and development.
