Mr. Norberto S. Sabaybay is a seasoned public servant whose decades-long career has been deeply rooted in local governance, public administration, and community development in the Municipality of Polangui, Albay.

Currently serving as the Secretary to the Sangguniang Bayan, a position he has held since January 2005—with a brief reappointment in 2022 and again in November of the same year—Mr. Sabaybay plays a vital role in ensuring the smooth and efficient operation of the legislative branch of the local government.
